Certification and Compliance: Simplifying Export Procedures with MPEDA

Navigating the complex landscape of international trade requires adherence to stringent regulations and quality standards. For Indian exporters in the marine sector, the Marine Products Export Development Authority (MPEDA) serves as a pivotal institution, offering certification services that ensure compliance with global trade regulations and streamline export processes.

Understanding MPEDA’s Role in Export Certification

Established in 1972 under the Ministry of Commerce & Industry, MPEDA is a statutory body dedicated to promoting the export of marine products from India. Headquartered in Kochi, Kerala, MPEDA operates through a network of regional and sub-regional offices across the country, as well as trade promotion offices in New Delhi, Tokyo, and New York. Its primary functions include registration of infrastructure facilities, quality control, market promotion, and the issuance of essential certifications for exporters.

Key Certification Services Offered by MPEDA

To facilitate seamless exports and ensure compliance with international standards, MPEDA provides a range of certification services:

1. Registration-Cum-Membership Certificate (RCMC)

Obtaining an RCMC is a mandatory requirement for exporters of marine products. This certificate serves as a recognition of the exporter by MPEDA and is essential for availing benefits under the Foreign Trade Policy. The RCMC is valid for a period of three years and requires renewal upon expiration. Exporters are categorized into four types:

  • Manufacturer Exporter: Owns approved processing plants or fishing vessels with onboard processing facilities.

  • Merchant Exporter: Exports products without owning processing plants, utilizing surplus capacities of approved facilities.

  • Merchant Exporter via Route: Includes Export Houses or Trading Houses with approval certificates from the Directorate General of Foreign Trade (DGFT).

  • Ornamental Fish Exporter: Deals exclusively in ornamental fish not intended for human consumption.

2. Catch Certificate

In compliance with the European Union (EU) Regulation 1005/2008, MPEDA issues Catch Certificates to prevent, deter, and eliminate illegal, unreported, and unregulated (IUU) fishing. This certification is mandatory for exporting seafood to EU countries, ensuring that the marine products are sourced legally and sustainably. Since April 1, 2019, MPEDA has implemented an online system for the issuance of digitally signed Catch Certificates, enhancing transparency and efficiency in the certification process.

3. DS-2031 Certificate

For exporters targeting the United States market, the DS-2031 Certificate is crucial. Mandated under Section 609 of Public Law 101-162 of the USA, this certificate verifies that shrimp products were harvested in a manner not harmful to sea turtles or were sourced from aquaculture. MPEDA facilitates the issuance of this certificate through an online platform, ensuring compliance with U.S. import regulations and promoting sustainable fishing practices.

4. International Commission for the Conservation of Atlantic Tunas (ICCAT) Certificate

Exporters dealing with species regulated by ICCAT, such as tuna, are required to obtain this certificate. It ensures that the products comply with conservation measures and are sourced from authorized fisheries. MPEDA, as the nodal agency, issues ICCAT certificates to facilitate the export of these species to member countries, thereby ensuring adherence to international conservation standards.

5. Certificate of Origin

This certificate authenticates that the exported marine products are of Indian origin. It is a vital document for exporters to avail preferential tariff benefits under various trade agreements. MPEDA issues Certificates of Origin, aiding exporters in accessing global markets with favorable trade terms and ensuring compliance with country-specific import regulations.

Streamlining Export Processes Through MPEDA’s Initiatives

Beyond certification, MPEDA undertakes several initiatives to simplify export procedures:

  • Online Certification Systems: The adoption of digital platforms for certificate issuance has reduced processing time and enhanced transparency. Exporters can now apply for and receive certifications online, minimizing bureaucratic delays and expediting the export process.

  • Quality Control Laboratories: MPEDA has established five full-fledged quality control laboratories across India, located in Kochi (Kerala), Nellore and Bhimavaram (Andhra Pradesh), Bhubaneswar (Odisha), and Porbandar (Gujarat). These laboratories conduct rigorous testing to ensure that marine products meet international quality standards, thereby boosting the credibility of Indian exports.

  • Market Promotion Activities: By participating in international seafood fairs and organizing buyer-seller meets, MPEDA promotes Indian marine products globally. These efforts open new markets for exporters and provide them with valuable insights into global market trends.
