Financial Assistance Programs Offered by TEXPROCIL to Cotton Exporters
The Cotton Textiles Export Promotion Council (TEXPROCIL) plays a pivotal role in promoting the export of cotton textiles from India. To support exporters in expanding their global reach, TEXPROCIL administers several financial assistance programs, notably the Market Development Assistance (MDA) and the Market Access Initiative (MAI). These schemes are designed to alleviate the financial burdens associated with international marketing and to enhance the competitiveness of Indian cotton exporters in the global market.
Market Development Assistance (MDA)
MDA is a financial support mechanism provided by the Government of India to individual exporters through recognized export promotion councils like TEXPROCIL. The primary objective of MDA is to encourage exporters to explore new markets and promote their products internationally.
Eligibility Criteria:
-
Membership Duration: Exporters must have been members of TEXPROCIL for at least 12 months and should have consistently filed export returns during this period.
-
Export Performance: The Free on Board (FOB) value of exports in the preceding financial year should not exceed ₹30 crore. Notably, there is no export ceiling for exporters focusing on the Latin American and Caribbean (LAC) region.
-
Compliance Status: The exporter should not be under investigation, charged, prosecuted, debarred, or blacklisted under the Foreign Trade Policy of India or any other law related to export and import business.
Benefits Under MDA:
-
Financial Assistance: Reimbursement of 50% of eligible expenses incurred on participation in international trade fairs, exhibitions, and buyer-seller meets, subject to a maximum limit of ₹5 lakh per event.
-
Capacity Building: Support for organizing market studies, surveys, and other promotional activities to enhance market access and product visibility.
-
Brand Promotion: Assistance for publicity campaigns and brand promotion activities in international markets, aiming to strengthen the brand presence and recognition.
Market Access Initiative (MAI)
The MAI scheme is an export promotion initiative by the Government of India, aimed at acting as a catalyst to promote India’s exports on a sustained basis. The scheme is formulated on a focus product-focus country approach, evolving specific markets and products through market studies and surveys.
Eligibility Criteria:
-
Project Proposal: Export Promotion Organizations, Trade Promotion Organizations, National Level Institutions, Research Institutions, Universities, Laboratories, and Exporters are eligible to formulate comprehensive projects for market access on a focus-country, focus-product basis.
-
Project Duration: Projects should be designed for a particular product in a specific market, typically spanning 2-3 years to achieve maximum impact.
-
Non-Duplication: The proposed activities should not duplicate efforts of existing activities or organizations in the same field, ensuring efficient utilization of resources.
Benefits Under MAI:
-
Financial Assistance: Support for activities such as market studies, market access initiatives, publicity campaigns, and setting up showrooms or warehouses abroad.
-
Event Participation: Funding for participation in international trade fairs, exhibitions, and buyer-seller meets to explore new markets and increase market share in existing markets.
-
Capacity Building: Assistance for organizing training programs, workshops, and seminars to enhance the skills and knowledge of exporters regarding international market dynamics.
Impact and Reach
These financial assistance programs have significantly contributed to the growth of India’s cotton textile exports. By alleviating the financial challenges associated with international marketing, TEXPROCIL has enabled exporters to focus on expanding their global footprint. The support provided under MDA and MAI has led to increased participation in international events, enhanced brand visibility, and improved competitiveness in global markets.
