SHEFEXIL: An Overview
Established in 1957 under the sponsorship of the Ministry of Commerce & Industry, Government of India, the Shellac Export Promotion Council (SEPC) was initially formed to facilitate India’s exports of shellac and lac-based products. In April 2005, its role expanded to become the nodal Export Promotion Council for India’s NTFPs, leading to its rebranding as SHEFEXIL. Today, SHEFEXIL supports over 860 individual products, with exports valued at approximately US$2,140.94 million in the fiscal year 2018-19.

SHEFEXIL employs a comprehensive approach to quality control, encompassing various stages from production to export. This ensures that products adhere to international quality benchmarks, thereby enhancing their competitiveness in the global market.
1. Third-Party Sampling and Testing
To maintain impartiality and accuracy, SHEFEXIL mandates third-party sampling and testing for a range of forest products intended for export. This includes items such as shellac, vegetable saps and extracts, guar gum, sesame seeds, herbs, niger seeds, fixed vegetable oils, cakes, and nutraceuticals. 2. Established Testing Methods
SHEFEXIL has developed specific testing protocols for various products to ensure consistency and reliability. Some of the key testing methods include:

Shellac: Assessment of viscosity, acid value, ester value, moisture content, insoluble matter, and color.

Vegetable Saps and Extracts: Evaluation of moisture content, ash content, acid-insoluble ash, volatile oil content, alcohol-soluble extractive, and water-soluble extractive.

Guar Gum: Measurement of viscosity, moisture content, protein content, ash content, pH value, and particle size.

Sesame Seeds: Determination of moisture content, oil content, acid value, peroxide value, aflatoxin contamination, and microbiological tests.

Herbs: Analysis of moisture content, ash value, extractive value, acid-insoluble ash, heavy metals, pesticide residues, and microbiological tests.

3. In-House Analytical Laboratory
SHEFEXIL maintains an analytical laboratory in Balarampur, West Bengal, equipped to conduct sophisticated tests. This facility enables routine analysis of export consignments and assists exporters in assessing product quality before shipment. The laboratory’s capabilities include determining acid value, saponification value, and iodine number, among others.
4. Certification of Inspection/In-Process Quality Control
To facilitate smooth export operations, SHEFEXIL issues Certificates of Inspection or In-Process Quality Control. Exporters are required to submit samples from their consignments for evaluation. Upon satisfactory assessment, the council provides certification, affirming that the products meet the prescribed quality standards.
